Introduction
This species was synonymised with O. transversa by Jacobi (1928). The synonymy was rejected by Constant (2005) who regarded O. transversa as a nomen dubium since the specimen labelled as the type of this species in BMNH does not match Walker's (1858) original description of the species and the specimen has been identified by Constant as a male of Gelastopsis insignis Kirkaldy. The identity of O. picea was established by Constant (2018) with the designation of a lectotype.

Ecological Descriptors
All stages: phloem feeder.
Diagnosis
Piceous; sterna, abdomen and basal half of posterior femora, sanguineous. Tegmina piceous, the disk ferruginous more or less darkened in places, a short white stripe near the apex (sometimes obsolescent). Wings dark smoky. Vertex and eyes a trifle wider than pronotum, the first named about four times as wide as long; frons irregularly longitudinally rugulose. Male: genital segment dark. Female: genital segment pale, a large white spot on costa, anteriorly. Length: (male) 7–7.25; (female) 7.5–8 mm. (Kirkaldy 1906).
This species can be recognized by the following combination of characters: (1) hind wings without orange marking; (2) pro- and mesofemora and tibiae largely black-brown; (3) anal tube of male obovate, narrowing at basal ⅓; (4) centroventral part of gonostyli with strong, elongate process curved laterally and pointed apically; (5) laterodorsal part of gonostyli strongly bifid, with dorsal and ventral process forming a C; (6) rather small size: 6.5–7.5 mm. Females cannot be distinguished from females of the sympatric O. maura (Constant 2018).
